The Healthy Arizona Worksite Award seeks to recognize and award businesses that are making efforts to positively affect the health and well-being of their employees, their families and their community through evidence-based worksite health initiatives and promising programs. Organizations that meet the Healthy Arizona Worksite Award criteria will be recognized by the Arizona Department of Health Services for their efforts. The use of County sites for the purpose of providing the City with much needed radio coverage and the use of City sites for the purpose of providing the County much needed radio coverage not presently available will enhance the communications system of both parties. Discussion/approval/disapproval of the Governor's Office of Highway Safety Award Contract #2016-AI-006 between the Pinal County Sheriff's Office and the Governor's Office of Highway Safety in the amount of $38,941. The funds will be used to purchase (1) Leica Mapping Robotic Unit and (1) Vericom Unit to enhance accident investigations enforcement throughout Pinal County. The award requires a fiscal year 2016-2017 budget amendment to transfer reserve appropriation only from fund 213 (Grants/Project Contingency) to fund 116 (Sheriff/Traffic Safety) to increase revenue and expenditure appropriations. There will be no impact on the General Fund. (Paul Babeu) *BB. Discussion/approval/disapproval of ACJC Grant Award # DC-17-010 between the Pinal County Sheriff's Office and the Arizona Criminal Justine Commission (ACJC) in the amount of $142,928. The funds shall be used to pay Sub-Grantee Wages/ERE and Overtime/ERE for PCSO Task Force participants. This requires an amendment to the FY 16/17 budget. There will be no impact on the General Fund. Discussion/approval/disapproval of proposed settlement of property tax valuation appeal case number TX2014-000185, pending in the Arizona Tax Court, and authorization of counsel to execute all documents necessary to finalize settlement. (Chris Keller/Lando Voyles) *DD. Discussion/approval/disapproval of the ACJC Grant Agreement Number IFBC13-15-003. This agreement between the Arizona Criminal Justice commission and Pinal County, through the Pinal County Attorney’s Office, to commence on April 1, 2016 and terminate September 30, 2016 in the amount of $34,500 is to provide funding to offset the cost of development for an interface between the Arizona Disposition Reporting System (ADRS) and the Pinal County Attorney’s office case management system. This requires an amendment to the FY 2016-2017 budget. There is no impact to the General Fund. (Lando Voyles) *EE. Discussion/approval/disapproval of the Drug, Gang, and Violent Crime Control Grant Agreement, ACJC Grant Number DC-17-031, CFDA No. 16.738, between the Arizona Criminal Justice Commission and Pinal County, through the Pinal County Attorney’s Office, to commence on July 1, 2016 and terminate June 30, 2017 in the amount of $176,676. The acceptance of the Drug, Gang and Violent Crime Control Program grant award requires an amendment to the FY 2016-17 budget to appropriate an additional $10,644 to the transfer-out line item and a corresponding reduction to the other professional services line item within the Pinal County Anti-Racketeering Fund (Fund 184). The amendment will appropriate an additional $10,644 to revenue with a corresponding offset to the transfer-in line item within the Drug Prosecution Fund 29. There is no impact to the General Fund as a result of this grant award. (Lando Voyles) *FF. Discussion/approval/disapproval of the Crime Victim Assistance Grant Agreement, ACJC Grant Number VA-17-028, between Arizona Criminal Justice Commission and Pinal County, through the Pinal County Attorney’s Office. The grant program will commence on July 1, 2016 and terminate June 30, 2017. The grant award of $35,367 will provide funding for services to victims of crime by establishing a Crime Victim Compensation Program Unit consisting of a Program Coordinator II (existing position #2725, Grade 121) and a part-time Administrative Clerk I (Position # TBD, Grade 113), to be authorized by the Pinal County Board of Supervisors. The grant requires matching funds in the amount of $35,367 which will be provided for through the use of Anti-Racketeering Funds (Fund 184) from the Pinal County Attorney’s Office. (Lando Voyles) *GG. Discussion/approval/disapproval of the FY 2017 Traffic Case Processing Fund (TCPF) application. This is an on-going program with funds provided by the Supreme Court (a maximum of $25,000) to be used to off-set a portion of the salary and employee related expenses of the Limited Jurisdiction Field Trainer. Said position provides administrative support to all limited jurisdiction courts as well as case management system training for all existing and new limited jurisdiction clerks. Funds for the position are included in the FY 2016-2017 budget. (Todd Zwieg) *HH. Discussion/approval/disapproval of the request by the Honorable Lyle Riggs for the appointment of Cheryl Brown and Joseph Malka as Justice of the Peace Pro Tempores. Said appointments are made by the Presiding Judge of the Superior Court. No additional budget capacity is required at this time as funds allocated for Pro Tem Judges is sufficient. Approval of this item will authorize Human Resources to create new positions, if necessary, in cost center 2600214. (Todd Zweig) *II. Discussion/approval/disapproval of the Intergovernmental Agreement between the Superior Court/Juvenile Court Services and the Office of the Attorney General. This is an on-going program that provides mediation services in small claims cases, truancy cases, etc. The IGA will commence on July 1, 2016 and end June 30, 2017. Funds for mediation services have been allocated in the Superior Court Judicial Enhancement Fund budget for FY 2017. There is no impact to the General Fund. (Todd Zweig) *JJ. Discussion/approval/disapproval of the Fill-the Gap (FTG) funding request in the amount of $508,564.02, which represents a combination of State ($126,821) and local (381,743.02) FTG funds. During FY2017 FTG funds will continue to pay 100% the salary and EREs of a full-time Commissioner, two Judicial Assistants, one Deputy Clerk III and one Courtroom Clerk III. An additional full-time Commissioner will be fund at 77.586%. All judicial officers and staff are assigned to criminal case processing in accordance with the requirement for FTG funds, specifically Probation Restoration Court (PRD) and Early Disposition Court (EDC). Approval of this item will authorize the Chairman of the Board to sign the Supreme Court Funding agreement when received by the Superior Court. FTG funds were included in the FY2017 budget process no amendment is needed and there will be no impact to the general fund. (Todd Zweig) *KK. Discussion/approval/disapproval of a notice of claim filed by Shannon and Cynthia Ireland, May 26, 2016 pursuant to A.R.S. 42-12054(C), regarding their request for a change in classification and recalculation of the 2015 taxes for their primary residence which was established on September 4, 2015 after the Pinal County Assessor had already closed the tax rolls. The use of County sites for the purpose of providing the City with much needed radio coverage and the use of City sites for the purpose of providing the County much needed radio coverage not presently available will enhance the communications system of both parties. Discussion/approval/disapproval of the Governor's Office of Highway Safety Award Contract #2016-AI-006 between the Pinal County Sheriff's Office and the Governor's Office of Highway Safety in the amount of $38,941. The funds will be used to purchase (1) Leica Mapping Robotic Unit and (1) Vericom Unit to enhance accident investigations enforcement throughout Pinal County. The award requires a fiscal year 2016-2017 budget amendment to transfer reserve appropriation only from fund 213 (Grants/Project Contingency) to fund 116 (Sheriff/Traffic Safety) to increase revenue and expenditure appropriations. Discussion/approval/disapproval of ACJC Grant Award # DC-17-010 between the Pinal County Sheriff's Office and the Arizona Criminal Justine Commission (ACJC) in the amount of $142,928. The funds shall be used to pay Sub-Grantee Wages/ERE and Overtime/ERE for PCSO Task Force participants. This requires an amendment to the FY 16/17 budget. There will be no impact on the General Fund. This agreement between the Arizona Criminal Justice commission and Pinal County, through the Pinal County Attorney’s Office, to commence on April 1, 2016 and terminate September 30, 2016 in the amount of $34,500 is to provide funding to offset the cost of development for an interface between the Arizona Disposition Reporting System (ADRS) and the Pinal County Attorney’s office case management system. Discussion/approval/disapproval of the Drug, Gang, and Violent Crime Control Grant Agreement, ACJC Grant Number DC-17-031, CFDA No. 16.738, between the Arizona Criminal Justice Commission and Pinal County, through the Pinal County Attorney’s Office, to commence on July 1, 2016 and terminate June 30, 2017 in the amount of $176,676. The acceptance of the Drug, Gang and Violent Crime Control Program grant award requires an amendment to the FY 2016-17 budget to appropriate an additional $10,644 to the transfer-out line item and a corresponding reduction to the other professional services line item within the Pinal County Anti-Racketeering Fund (Fund 184). The amendment will appropriate an additional $10,644 to revenue with a corresponding offset to the transfer-in line item within the Drug Prosecution Fund 29. Discussion/approval/disapproval of the Crime Victim Assistance Grant Agreement, ACJC Grant Number VA-17-028, between Arizona Criminal Justice Commission and Pinal County, through the Pinal County Attorney’s Office. The grant program will commence on July 1, 2016 and terminate June 30, 2017. The grant award of $35,367 will provide funding for services to victims of crime by establishing a Crime Victim Compensation Program Unit consisting of a Program Coordinator II (existing position #2725, Grade 121) and a part-time Administrative Clerk I (Position # TBD, Grade 113), to be authorized by the Pinal County Board of Supervisors. The grant requires matching funds in the amount of $35,367 which will be provided for through the use of Anti-Racketeering Funds (Fund 184) from the Pinal County Attorney’s Office. (Lando Voyles) *GG. Discussion/approval/disapproval of the FY 2017 Traffic Case Processing Fund (TCPF) application. This is an on-going program with funds provided by the Supreme Court (a maximum of $25,000) to be used to off-set a portion of the salary and employee related expenses of the Limited Jurisdiction Field Trainer. Said position provides administrative support to all limited jurisdiction courts as well as case management system training for all existing and new limited jurisdiction clerks. Discussion/approval/disapproval of the request by the Honorable Lyle Riggs for the appointment of Cheryl Brown and Joseph Malka as Justice of the Peace Pro Tempores. Discussion/approval/disapproval of the Intergovernmental Agreement between the Superior Court/Juvenile Court Services and the Office of the Attorney General. This is an on-going program that provides mediation services in small claims cases, truancy cases, etc. The IGA will commence on July 1, 2016 and end June 30, 2017. Funds for mediation services have been allocated in the Superior Court Judicial Enhancement Fund budget for FY 2017. There is no impact to the General Fund. (Todd Zweig) *JJ. Discussion/approval/disapproval of the Fill-the Gap (FTG) funding request in the amount of $508,564.02, which represents a combination of State ($126,821) and local (381,743.02) FTG funds. During FY2017 FTG funds will continue to pay 100% the salary and EREs of a full-time Commissioner, two Judicial Assistants, one Deputy Clerk III and one Courtroom Clerk III. An additional full-time Commissioner will be fund at 77.586%. All judicial officers and staff are assigned to criminal case processing in accordance with the requirement for FTG funds, specifically Probation Restoration Court (PRD) and Early Disposition Court (EDC). Approval of this item will authorize the Chairman of the Board to sign the Supreme Court Funding agreement when received by the Superior Court.
