(Kent Volkmer) *EE. Discussion/approval/disapproval of abatement of 2013 and 2014 taxes pursuant to §A.R.S.42-18351 (1) and §A.R.S. 42-18352 (D), for parcels 411-22-02207 and 411-22-02108. The Final Order of Condemnation by the State of Arizona was completed in 2012 but the change of ownership and exemption of future taxes was not completed until 2016. Discussion/approval/disapproval of the request by Todd Zweig, Superior Court Administrator, to transfer personnel services budget capacity from Juvenile Court Services (JCS) to Family Services of the Conciliation Court (FSCC) effective FY2019 (July 1, 2018). This re-allocation of resources is due to an increase in demand. (Todd Zweig) *GG. Discussion/approval/disapproval of the FY2019 Traffic Case Processing Fund application. This is an on-going program with funds provided by the Supreme Court ($25,000 maximum per year) to be used to off-set a portion of the wages and ERE of the Limited Jurisdiction Field Trainer. The Field Trainer provides case management training and administrative support to all limited jurisdiction courts. Budget capacity for this position is included in the Courts FY2019 budget, therefore, a budget amendment is not necessary. (Todd Zweig) *HH. Discussion/approval/disapproval of the FY2019 Fill-the-Gap Fund (FTG) application. This is an on-going program consisting of a combination of State ($116,823) and local ($270,067) Fill-the-Gap funds. Funds are used to cover the wages and ERE of two Superior Court Judges, one Judicial Assistant, one Bailiff, and the cost of five ACAP desktop PCs. As required for FTG funds, the judicial officers and staff are assigned to criminal case processing, including but not limited to Early Disposition Court (EDC) and Probation Restoration Court (PRC). Budget capacity for these positions is included in the Court FY2019 budget, therefore, a budget amendment is not necessary. (Todd Zweig) *II. Discussion/approval/disapproval of the request by Hon. Stephen F. McCarville, Presiding Judge, after consultation with the County Manager, to permit the use of surplus law library funds for additions, alterations and repairs to the courthouse as per A.R.S § 12-305 (C). During FY2019 Budget development $200,000 in surplus Law Library funds were identified and budgeted in object code 530400 (Construction Services) within the Law Library cost center. (Todd Zweig) *JJ. Discussion/approval/disapproval of the Intergovernmental agreement (IGA) between the Superior Court of Arizona in Pinal County/Family Law Commissioner and the Arizona Department of Economic Security (ADES). The attached IGA has been amended from the original form approved by the BOS on March 28, 2018. The IGA covers the activity of the Family Law Commissioner for Child Support IV-D cases commencing May 1, 2018 and ending September 30, 2023. Approval of this item will authorize the Hon. Stephen F. McCarville, Presiding Judge of the Superior Court, to sign the amended IGA on behalf of the Superior Court. No additional budget capacity is necessary at this time as funds for this activity were included in the FY2019 budget process. (Todd Zweig) *KK. Discussion/approval/disapproval of the Intergovernmental Agreement between the Superior Court, Juvenile Court Services, Justice Courts and the Office of the Arizona Attorney General. This is an on-going program that provides mediation services in small claims cases, truancy cases, victim offender, etc. The IGA will commence on July 1, 2018 and end on June 30, 2019. Funds for mediation services have been allocated in the Justice Court Indigent Services budget for FY 2019. (Todd Zweig) *LL. Discussion/approval/disapproval of Pinal County participating in the Family Counseling Program administered through Pinal County Juvenile Court Services as A.R.S. 8.261 through 8.265 for fiscal year FY19. The Family Counseling Program requires a County Cash Match in the amount of $8,640.00 which represents the portion awarded through the State Legislative formula allocation plan. The award of $34,561.00 is to be received from the Arizona Supreme Court, Administrative Office of the Courts. These amounts have been included in the FY19 budgets. (Denise Smith) *MM. Discussion/approval/disapproval of department's receipt of budget modification of the FY18 Administrative Office of the Court award for the Community Punishment Program. Budget Modification and Addendum A to substantiate the award will be attached to substantiate the changes. The Addendum requires a fiscal amendment to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to increase/decrease revenues and expenditures for FY18. Discussion/approval/disapproval of the Fiscal Year 2018-2019 Superior Court budget request of $72,168 for increased salaries for Superior Court Judges and Commissioners. $27,400 is for the Superior Court Judges' salary increases effective on 1/1/17 of 1.5% & 1/1/18 of 1.5% per ARS 41-1904. $44,769 is for Commissioners' salary increases given at the discretion of the Presiding Judge. Increases for 1.5% were given on both 1/1/17 and 1/1/18 for 5 Commissioners (this was in addition to the 2% increase given on 7/1/17). One Commissioner was increased to 90% of Judicial Salary on 1/1/17 and 1.5% on 1/1/18. (Greg Stanley)

This is an on-going program with funds provided by the Supreme Court ($25,000 maximum per year) to be used to off-set a portion of the wages and ERE of the Limited Jurisdiction Field Trainer. The Field Trainer provides case management training and administrative support to all limited jurisdiction courts. Budget capacity for this position is included in the Courts FY2019 budget, therefore, a budget amendment is not necessary. (Todd Zweig) *HH. Discussion/approval/disapproval of the FY2019 Fill-the-Gap Fund (FTG) application. This is an on-going program consisting of a combination of State ($116,823) and local ($270,067) Fill-the-Gap funds. Funds are used to cover the wages and ERE of two Superior Court Judges, one Judicial Assistant, one Bailiff, and the cost of five ACAP desktop PCs. As required for FTG funds, the judicial officers and staff are assigned to criminal case processing, including but not limited to Early Disposition Court (EDC) and Probation Restoration Court (PRC). Budget capacity for these positions is included in the Court FY2019 budget, therefore, a budget amendment is not necessary. (Todd Zweig) *II. Discussion/approval/disapproval of the request by Hon. Stephen F. McCarville, Presiding Judge, after consultation with the County Manager, to permit the use of surplus law library funds for additions, alterations and repairs to the courthouse as per A.R.S § 12-305 (C). Discussion/approval/disapproval of the Intergovernmental agreement (IGA) between the Superior Court of Arizona in Pinal County/Family Law Commissioner and the Arizona Department of Economic Security (ADES). The attached IGA has been amended from the original form approved by the BOS on March 28, 2018. The IGA covers the activity of the Family Law Commissioner for Child Support IV-D cases commencing May 1, 2018 and ending September 30, 2023. Approval of this item will authorize the Hon. Stephen F. McCarville, Presiding Judge of the Superior Court, to sign the amended IGA on behalf of the Superior Court. Discussion/approval/disapproval of the Intergovernmental Agreement between the Superior Court, Juvenile Court Services, Justice Courts and the Office of the Arizona Attorney General. Discussion/approval/disapproval of Pinal County participating in the Family Counseling Program administered through Pinal County Juvenile Court Services as A.R.S. 8.261 through 8.265 for fiscal year FY19. The Family Counseling Program requires a County Cash Match in the amount of $8,640.00 which represents the portion awarded through the State Legislative formula allocation plan. Increases for 1.5% were given on both 1/1/17 and 1/1/18 for 5 Commissioners (this was in addition to the 2% increase given on 7/1/17).
