The project proposes several improvements to the Middle Magma Channel which originates approximately 1 mile downstream of the primary spillway of Magma Dam at Arizona Farms Road and terminates 500 upstream of Hunt Highway approximately 0.5 miles west of Attaway Road. This agreement asks for the dedication of easements and/or right-of-way to the Magma Flood Control District over any existing properties or rights-of-way for the purpose of allowing for project improvements to occur. Discussion/approval/disapproval to accept the Pinal County Attorney’s Office requests approval of the Arizona Department of Public Safety Victims of Crime Act (VOCA) Victim Assistance Grant Program #2018-V2-GX-0012, CFDA #16-575 Agreement and Contract No. 2020-188 between the Arizona Department of Public Safety (DPS) and Pinal County, through the Pinal County Attorney’s Office to commence on October 1, 2020, and terminate September 30, 2023, in the amount of $55,101 to provide services to victims of crime. Agreement and Contract No. 2020- 188 requires a 25% match contribution totaling $13,776 over the three year grant cycle. Acceptance approves an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 268 (Co Atty Misc Grants) to increase revenue and expenditure appropriations. The budget amendment increases transfers out of the County Attorney's general fund cost center 2300437 and transfers into Fund 268. Acceptance approves an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 268 (Co Atty Misc Grants) to increase revenue and expenditure appropriations. The budget amendment increases transfers out of the County Attorney's general fund cost center 2300431 and transfers into Fund 268. The award will be used for Salaries and EREs and training for the PCAO Justice Court Advocate project. Acceptance requires an amendment to the FY 20/21 budget, for Year 1 of the grant award, to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 268 (CO Atty Misc Grants) to increase revenue and expenditure appropriations. Discussion/approval/disapproval of acceptance of Intergovernmental Agreements (IGA) between Pinal County, the Superior Court of Arizona on behalf of the Pinal Youth Justice Center and the following County: Cochise County to provide juvenile detention services to these other counties. Discussion/approval/disapproval of the Selective Traffic Enforcement Program (STEP) Enforcement (No. 2021-PTS-051) award agreement between the Governor’s Office of Highway Safety, and the Pinal County Sheriff’s Office, through the Pinal County Board of Supervisors in the amount of $80,000. The award will be used to support Personnel Services (Overtime), and Employee Related Expenses to enhance STEP Enforcement through Pinal County. The goal of this program is to reduce the incidences of traffic fatalities and injuries resulting from speeding, aggressive driving, red light running, and other forms of risky driving behaviors through enforcement, education, and public awareness. Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 116 (Sheriff/Traffic Safety) to increase revenue and expenditure appropriations. The award will be used to support Personnel Services (Overtime), and Employee Related Expenses to enhance DUI/Impaired Driving Enforcement through Pinal County. Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 116 (Sheriff/Traffic Safety) to increase revenue and expenditure appropriations. The award will be used for the purchase of four (4) Computers and four (4) Mobile Printers for the Terrorist Liaison Officers. Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff’s Grants) to increase revenue and expenditure appropriations. Discussion/approval/disapproval of the Subrecipient Agreement Operations Stonegarden Grant Program Equipment Award (No. 18-AZDOHS-OPSG-180425- 02) between Pinal County Sheriff's Office and Arizona Department of Homeland Security, the original term of the agreement effective on March 12, 2019, to February 29, 2020. Approval ratifies Amendment #1 term extension to June 30, 2020, and Amendment #2 term extension to September 30, 2020. The approval also accepts Amendment #3 to extend the term of the agreement to March 31, 2021. Discussion/approval/disapproval of Resolution No. 102820-CRW supporting an agreement between the Town of Queen Creek and GSC Farm, LLC, to purchase a portion of their Colorado River Water allocation. This water will be used to fortify Queen Creek’s water portfolio and reduce their dependence on groundwater supplies. The Arizona Department of Water Resources has recommended this transaction to the United States Department of the Interior who must now make a final determination on this transfer of water supplies. The Town of Queen Creek has asked that Pinal County indicate support of the water transfer with a Resolution to be sent to the Department of the Interior. (Tami Ryall/Louis Andersen)

The award is for the final installment for the grant approved on September 4, 2019. The grant will be used for the Forensic Nurse On-Call Registry. The request requires an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 266 (Misc Grants) to increase revenue and expenditure appropriations. Discussion/approval/disapproval of Resolution No. 102820-CRW supporting an agreement between the Town of Queen Creek and GSC Farm, LLC, to purchase a portion of their Colorado River Water allocation. This water will be used to fortify Queen Creek’s water portfolio and reduce their dependence on groundwater supplies. The Arizona Department of Water Resources has recommended this transaction to the United States Department of the Interior who must now make a final determination on this transfer of water supplies. The Town of Queen Creek has asked that Pinal County indicate support of the water transfer with a Resolution to be sent to the Department of the Interior. (Tami Ryall/Louis Andersen)

Discussion/approval/disapproval of the Victims of Crime Act (VOCA) Victim Assistance Grant Program award between the Arizona Department of Public Safety, and the Pinal County Attorney's Office, through the Pinal County Board of Supervisors, beginning October 1, 2020, through September 30, 2023, for a total of $167,395 with a participant match of $41,849. The award will be used for Salaries and EREs and training for the PCAO Juvenile Court Advocate project. Acceptance approves the creation of one (1) Victims Advocate position and requires an amendment to the FY 20/21 budget, for Year 1 of the grant award, to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 268 (CO Atty Misc Grants). The budget amendment increases transfers out of the County Attorney's general fund cost center 2300411 and transfers into Fund 268. The amendment also increases the County Attorney's FY 20/21 general fund budget in the amount of $13,791 for the amount of the FY 20/21 grant match. Discussion/approval/disapproval of the Gila River Indian Community's State Shared Gaming grant award in the amount of $37,480. The award is for the final installment for the grant approved on September 4, 2019. The grant will be used for the Forensic Nurse On-Call Registry. The request requires an amendment to the FY 20/21 budget to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 266 (Misc Grants) to increase revenue and expenditure appropriations. The budget amendment will align the budget to the FY 19/20 ending balance and the new award, for a total appropriation of $39,775. There is no impact on the General Fund. (Tascha Spears/Leo Lew)
