The project will include converting original paper documents from 1875-1915 from cursive type to text, digitizing collections including photography from 1875-2018, creating optical character recognition (OCR) searchable documents from the collections in portable document format (PDF), and making them available to the public on the Pinal County website. Discussion/approval/disapproval under the Workforce Innovation and Opportunity Act (WIOA) access to confidential unemployment insurance information on program participants is necessary to verify employment wages. The Arizona Department of Economic Security (DES) Unemployment Insurance program which discloses certain confidential Unemployment Compensation information to the Pinal County Board of Supervisors (BOS), the BOS is recognized therefore as a public official under the meaning described in 20 CFR §603.2. The BOS is authorized to receive confidential UC Information from UI pursuant to 20 CFR 603 .5(e). As the authorized local elected official, the BOS entered into an “internal” agreement with DES in order to allow contracted service providers access to employment wage data for program performance purposes. EQUUS Workforce Solutions is the contracted provider of WIOA/ ARIZONA@WORK Pinal County Adult and Dislocated Worker Program services. EQUUS Workforce Solutions previously operated as Arbor E&T, LLC. d/b/a ResCare Workforce Services and changed their name to Arbor E&T, LLC. d/b/a EQUUS Workforce Solutions, requiring an amendment to the internal agreement. This request is made in accordance with and under the authority of A.R.S. 13-2314.03 whereby before the County Attorney's Office may use any monies from the fund that the County Attorney submit an application that includes a description of what the requested monies will be used for to the Board of Supervisors for approval. Discussion/approval/disapproval for Award Agreement (No. 20-AZDOHS-OPSG- 200429-01) between the Arizona Department of Homeland Security (DOHS), and the Pinal County Sheriff’s Office (PCSO), through the Pinal County Board of Supervisors beginning January 1, 2021, ending March 31, 2022, in the amount of $1,347,140. The grant will be used for daily personnel deployments in support of the DOHS operational objectives and directives associated with border security. PCSO will assist DOHS with border security by detecting, deterring, interdicting, apprehending, and prosecuting anyone identified that is associated with or involved in Human and Drug Trafficking. The Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations. The appropriation is a pro-rated amount of $465,708 for January through June of 2021. The remaining amount will be budgeted in FY 21/22. There is no impact on the General Fund. (Mark Lamb) * AX. Discussion/approval/disapproval of the Subrecipient Agreement Operations Stonegarden Grant Program Equipment Award (No. 19-AZDOHS-OPSG-190425- 01) between Pinal County Sheriff's Office and Arizona Department of Homeland Security, the original term of the agreement effective on March 18, 2020, to March 31, 2021. The approval accepts Amendment #1 to extend the term of the agreement to September 30, 2021. This does not require a fiscal year budget amendment as the budget was approved in the FY 20/21 Final Budget. (Mark Lamb) * AY. Discussion/approval/disapproval of the Subrecipient Agreement Operations Stonegarden Grant Program Equipment Award (No. 19-AZDOHS-OPSG-190425- 02) between Pinal County Sheriff's Office and Arizona Department of Homeland Security, the original term of the agreement effective on March 18, 2020, to March 31, 2021. The approval accepts Amendment #1 to extend the term of the agreement to March 31, 2022. This does not require a fiscal year budget amendment as the budget was approved in the FY 20/21 Final Budget. Fair market value is approximately $420. Purchase of issued duty weapon upon retirement is also in compliance with A.R.S. 38-1115(A) which allows a law enforcement officer upon his/her retirement to purchase his/her weapon at a price determined by the administrator of the agency. Discussion/approval/disapproval for Award Agreement (No. 20-AZDOHS-OPSG- 200429-02) between the Arizona Department of Homeland Security, and the Pinal County Sheriff’s Office, through the Pinal County Board of Supervisors beginning January 1, 2021, ending March 31, 2022. The grant will be used for the purchase of Mobile LPR's (2), LPR Speed Trailers (2), LPR Annual Subscription & Camera fees, Helicopter Spotlight, and Installation and a new DLA main Rotor Blade, in support of the Department of Homeland Security operational objectives and directives associated with border security in the amount of $447,152. The Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations. Discussion/approval/disapproval for Award Agreement (No. 20-AZDOHS-OPSG- 200429-02) between the Arizona Department of Homeland Security, and the Pinal County Sheriff’s Office, through the Pinal County Board of Supervisors beginning January 1, 2021, ending March 31, 2022. The grant will be used for the purchase of Mobile LPR's (2), LPR Speed Trailers (2), LPR Annual Subscription & Camera fees, Helicopter Spotlight, and Installation and a new DLA main Rotor Blade, in support of the Department of Homeland Security operational objectives and directives associated with border security in the amount of $447,152. The Acceptance requires an amendment to the FY 20/21 budget to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations.
