Discussion/approval/disapproval of the Drug, Gang, and Violent Crime Control (DGVCC) Grant Agreement, ACJC Grant Number DC-22-010 between the Arizona Criminal Justice Commission and Pinal County, through the Pinal County Sheriff’s Office, to commence July 1, 2021, and terminate June 30, 2022, in the amount of $141,380 to enhance drug, gang or violent crime control efforts to deter, investigate, prosecute, adjudicate and punish drug, gang and related offenders. This grant award includes required matching funds of $35,345.00. Budget Appropriation was included in 2021-2022 fiscal year budget. (Marl Lamb)

Discussion/approval/disapproval for Award Agreement No. CJI-22-001 between the Arizona Criminal Justice Commission, and the Pinal County Sheriff’s Office, through the Pinal County Board of Supervisors beginning July 1, 2021, ending June 30, 2024. The grant will be used for the Juvenile Redirection Program (JRP) for overtime/ERE, class materials, Hoofbeats equine therapy sessions, and outside speakers in the amount of $104,276.17. Acceptance requires an amendment to the FY 21/22 budget to transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to increase revenue and expenditure appropriations. Therefore, there is no impact on the General Fund. (Mark Lamb)

(10) Discussion/approval/disapproval of Resolution No. 080421-RMO supporting SALT ( Superstition Area Land Trust) request of Pinal County Board of Supervisors to support their position requesting that Region 3 of the National Forest Service use the required equalization payment from Resolution Copper Mine for the purchase of conservation land in the Superstition Foothills ( now Arizona State Trust Land). Support of this Resolution can help facilitate the release of the Final Resolution Copper Mine Environmental Impact Statement (EIS). (Charles Goff/Leo Lew)

(12) Discussion/approval/disapproval of the preliminary process for the potential partnership between Pinal County’s Housing Authority and Roers Companies (the "Developer") for the development of multi-family housing in Casa Grande and Maricopa. The Developer is seeking the County’s preliminary approval on the front end of this development process due to the numerous other steps that are required. For the financing and the overall timeline of this project, the Developer will proceed in accordance with the federal Low Income Housing Tax Credit program, the requirements set forth by the Arizona Department of Housing, and award of the tax-exempt bond allocation from the Arizona Industrial Development Authority for part of the financing. (13) Discussion/approval/disapproval of Resolution No. 080421-AQ1 committing to implement control measures for the 2022 Serious Area Particulate Plan for PM-10 for the West Pinal Serious PM10 Nonattainment Area. The commitments pertain to establishing required “Best Available Control Measures” (BACM) and Most Stringent Measures (MSM) in the form of fugitive dust rules for a number of PM10 generating activities in the West Pinal Serious PM10 nonattainment area.
