(2) Announcement: The Pinal County Treasurer's Office has won the 2021 Arizona Association of Counties (AACo) Summit Award for the Pinal County Property Tax Mobile App and the 2021 Suburban Innovation Merit Award for the design of easy and simple software for the public. The awards were presented to the Treasurer's Office at the annual AACo conference on November 12, 2021. The mobile app was selected as the winner of the Information Technology category for its innovation to promote mobile access to property tax information and payment options without dependency upon mailed documentation. 5.X. Discussion/approval/disapproval to authorize Pinal County Attorney to take all necessary action to enforce the Civil Hearing Office finding of violations against David Cortez and The Estate of Janet E. Martin, up to and including filing a complaint in Superior Court, utilizing appropriate resources to remedy the violations, and file liens for the cost of recovery. The property owner was found in violation of the Pinal County Development Services Code for: Outside Storage and Parking by having an awning, shed and other indiscernible items on the parcel that does not have an established used. Fences by having a fence with a white tarp like material affixed that has not been approved by the Planning Director. (7) Public Hearing and discussion/approval/disapproval of Resolution No. 2021-SUP-001-21, an Resolution approving case SUP-001-21; Kristofer Emanuel, property owner, Greg Davis, Iplan consulting requesting approval of a Special Use Permit to allow a commercial dog kennel on approximately 2.50± acre parcel in a General Rural (GR) Zoning District, situated in the Southeast Quarter of Section 18, Township 9 South, Range 13 East of the G.R.S.B.&M., Pinal County, Arizona, Tax Parcel 304-12-009P (legal on file), located on the Southside of Highway 79 and south of East Panther Butte Rd within proximity to the unincorporated Saddlebrooke Ranch Area. (8) Public Hearing and discussion/approval/disapproval of Resolution No. 120121-RD21-071, a resolution ordering the abandonment and extinguishment of an easement comprising a portion of right of way 50 and 40 feet wide located Section 30, Township 1 South, Range 10 East, of the Gila and Salt River Base and Meridian, Pinal County, Arizona. (9) Discussion/approval/disapproval of the American Rescue Plan Act for Reduction of Case Backlogs award agreement between the Arizona Administrative Office of the Courts and the Pinal County Superior Court, through the Pinal County Board of Supervisors beginning November 1, 2021, through June 30, 2022, for an amount of $59,255.00. The grant will be used for salary and EREs. Acceptance approves the creation of one (1) Administrative Specialist, Senior position, and a budget amendment for FY 21/22. The amendment will transfer reserve appropriation only from Fund 213 (Grants/Project Contingency) to Fund 205 (Courts Grants) to increase revenue and expenditure appropriations. (10) Discussion/approval/disapproval of the Pinal County Air Quality Control Department request to create a new job classification and position of Deputy Director. The position will perform program oversight and management functions, oversee field operations, and support the Director.
