Discussion/approval/disapproval of the recommendation to the Arizona Department of Liquor License and Control for the Special Event License application of Edgar Lewis for Sonoran Desert Mountain Bicyclists for an event to be held at Tipperary Road West of Willow Springs Road/E Willow Springs Drive, Oracle, Arizona 85232 on the following dates: Friday, February 18, 2022, from 11:00 a.m. to 11:30 p.m. Saturday, February 19, 2022, from 10:00 a.m. to 11:30 p.m. Sunday, February 20, 2022, from 10:00 a.m. to 5:00 p.m. Additionally, authorizing the Clerk of the Board to execute and submit all necessary documents to the State. 4. M. Discussion/approval/disapproval of ARIZONA@WORK Pinal County and the Arizona Coalition for Military Families (Coalition) partnership to leverage the resources of both entities of serving Pinal County's veterans population. (Joel Millman/James Smith)

4. Q. Discussion/approval/disapproval of proposed HOME Investment Partnership Program Guidelines (HOME), Owner-occupied Housing Rehabilitation Program Guidelines, and Emergency Solutions Grant Program Guidelines (ESG). Pinal County receives an annual allocation of HOME and ESG funding from the U.S. Department of Housing and Urban Development. To ensure federal compliance, Pinal County is required to adopt policies or guidelines for the administration of the programs. (Heather Patel/Randee Stinson)

AH. Discussion/approval/disapproval to apply for the National Children’s Alliance (NCA) Established, Improvement, and Expansion of Children’s Advocacy Centers (NSP) NCA Program Development for Communities grant. The award will be used to assist with the creation of a Family Advocacy Center (FAC) Satellite member center in an unserved or underserved community in Pinal County. If awarded and a satellite center is established, FAC staff would travel to location to conduct interviews and medical exams as needed. (Kent Volkmer)

AI. Discussion/approval/disapproval to apply for the National Children’s Alliance (NCA) Established, Improvement, and Expansion of Children’s Advocacy Centers (NSP) NCA equipment grant. The award will be used to purchase medical exam room equipment and a forensic interviewing recording equipment for a Family Advocacy Center (FAC) Satellite office. (Kent Volkmer)

Discussion/approval/disapproval of a Memorandum of Agreement (MOA) with the Federal Highway Administration for the acceptance of a grant under the Federal Lands Access Program for the improvement of 6.1 miles of East Peralta Road. Proposed improvements consist of pavement, drainage and safety improvements and right-of way acquisition from the Arizona State Land Department. The right of way acquisition will provide the match for this grant. The improvements will reduce dust and increase driver safety on a road heavily used for outdoor recreation accessing Arizona State and Forest Service lands, the Superstition Wilderness and Peralta Regional Park (when completed). This MOA supersedes the MOA approved by the Board of Supervisors on August 5, 2020. Supervisor District #5. (Kent Taylor/Himanshu Patel)

Discussion/approval/disapproval for the Federal Fiscal Year 2021 Emergency Management Performance Grant (EMPG) between the Arizona Department of Emergency & Military Affairs, Division of Emergency Management, and the Pinal County Public Works Emergency Management Division, through the Pinal County Board of Supervisors for $400,000, and to authorize the Emergency Manager or his designee to execute related administrative documentation on behalf of Pinal County. The grant includes a 50% participant match of $400,000 that will come from the Public Works General Fund budget. (GA21-031) (Courtney Prock /Andrew Smith)

4. AM. Discussion/approval/disapproval of the Pinal County Superior Court applying for the Case Backlog Grant - Court Commissioners, Senior (American Rescue Plan Act) offered by the Administrative Office of the Courts. This project will be used to fund four (4) Court Commissioners, Senior. These Commissioners will work on a part-time basis to assist the Court in reducing the case backlog that has resulted from the pandemic. (Todd Zweig)

(7) Discussion/approval/disapproval of temporary exceptions to Pinal County Policies and Procedures pnp 7.50, Sick Leave, and pnp 7.30 Vacation Leave. In order to assist employees in managing the ongoing COVID-19 pandemic, the requested exceptions would allow for a front load of Pinal County employee sick leave for calendar year 2022 in an amount up to 104 hours and a prorated front load of sick leave hours for newly hired employees. The exception would also allow probationary employees to use accrued vacation leave for COVID-19 related absences throughout calendar year 2022. (Randy Tracy/MaryEllen Sheppard)
