6. I. Discussion/approval/disapproval of an additional FY 21/22 Non Profit Contribution. (Leo Lew)

6. J. Discussion/approval/disapproval to submit a grant application to the Arizona Commerce Authority under the Arizona Broadband Development Grant in the amount of $6,845,000. Pinal County's contribution is $2,000,000 from the American Rescue Plan Act State and Local Fiscal Recovery Funds. Funding will install towers and equipment throughout Pinal County to improve access to affordable and reliable internet, specifically in the rural areas of the county. 6. O. Discussion/approval/disapproval of an update on the Emergency RentalAssistance Program funded through CARES Act appropriations in 2021. Pinal County received $14,080,614.90 in January 2021 solely for the purpose of an emergency rental assistance program. Eligible Pinal County residents could apply for up to 12 months of rent and utility assistance payments as a result of a COVID-19 hardship. In February 2021, Pinal County executed an agreement with the Arizona Department of Economic Security (AZDES) to accept applications, determine eligibility, and make payments to landlords and utility service providers on behalf of Pinal County. Pinal County had until December 31, 2021 to expend all funds. AZDES provided their December report which indicates all funds have been expended and nearly 2,000 residents received assistance. Pinal County willcontinue this program through the U.S. Treasury allocated American Rescue Plan Act funding in the amount of $11,141,331.60. In December 2021, Pinal County amended its agreement with AZDES to continue administering the program. (Heather Patel/Rolanda Cephas)

(10) Public Hearing and discussion/approval/disapproval to adopt a substantial amendment to the FY19/23 Consolidated Plan and the associated FY19 Annual Action Plan to change the proposed project for use of the CDBG-CV round 3 funding from the public health/emergency operations facility to the Arizona City Public Library Expansion and to modify the relationship with the City of Maricopa as outlined in the Joint Agreement. (12) Discussion/approval/disapproval of a claim for payment of contract public defense counsel, John Schaus, for legal services performed in the amount of $66,122.90 that were not timely submitted. (13) Discussion/approval/disapproval of the Pinal County Superior Court applying for the Case Backlog Grant - Court Commissioners, Senior (American Rescue Plan Act) offered by the Administrative Office of the Courts. This project will be used to fund four (4) Court Commissioners, Senior. These Commissioners will work on a part-time basis to assist the Court in reducing the case backlog that has resulted from the pandemic. (14) Discussion/approval/disapproval of the recommendation by the Justice of the Peace Selection Committee to appoint Daniel Hughes as Pinal County Justice of the Peace, Precinct #3 to fill the remainder of the term left by the resignation of Justice of the Peace, Brett Eisele. (15) Discussion of having the county create a $100,000 contingency fund or other appropriate account to be available for reimbursement of PCSO costs such as ERE's, travel, housing, overtime, etc. related to protecting Arizona's southern border should PCSO be requested to perform such functions.
