(15) Discussion/approval/disapproval of Resolution No. 060822-CCD-RP adopting updated Pinal County community college district precinct boundaries pursuant to A.R.S. 15-1441(A) with the attached map to be on file with the Clerk of the Board of Supervisors as the final community college district precinct map and to serve as the County’s new community college district precinct map for all purposes effective 12:01 A.M. (16) Discussion/approval/disapproval of Constable salaries pursuant to A.R.S. 11-424.01. Salaries shall be paid to Constables elected for the four year period commencing on the first day of January 2023. (Leo Lew)
(17) Discussion/approval/disapproval of the request to create a new job classification of Grants Manager-County within the Finance and Budget Department. This position will be full-time, at will, and exempt. (Angeline Woods/MaryEllen Sheppard)
(18) Discussion/approval/disapproval to create non-permanent position classifications and more flexible work arrangements in order to expand the potential applicant pool for difficult to fill positions, create more opportunities for candidates to learn on the job, and provide learning and advancement opportunities for existing employees to grow their careers. All non-permanent work arrangements, if authorized by the Board of Supervisors, would require written justification, Human Resources and Budget review, and County Manager approval.
(19) Discussion/approval/disapproval of the FY2022-2023 Pinal County Employee Compensation Plan: Across-the-Board Salary Adjustments with Discretionary Market, Performance, and Critical Recruitment and Retention Pay Adjustments. This Plan establishes guidelines for a six (6) percent across-the-board salary adjustment for all eligible employees. In addition, this Plan provides options for market driven pay grade changes and placement in range adjustments, high performer awards, and discretionary salary advancements in order to effectively respond to critical recruitment and retention challenges. These strategies and the flexibility provided through implementation of this Plan will help to acknowledge and retain the County’s valued workforce and maintain a competitive position in today’s extraordinarily tight labor market. (20) Discussion/approval/disapproval of the Pinal County tentative budget for Fiscal Year 2022-2023, beginning July 1, 2022, ending June 30, 2023, in the amount of $1,017,055,235 in accordance with A.R.S. 42-17103. This budget proposes reducing the primary property tax rate from $3.6900 to $3.5600. Approval of this budget sets aside funding as included in the budget development process. Newly requested positions require separate approval by the county manager as outlined in the adopted budget procedures. The FY 2022 - 2023 Pinal County Employee Compensation Plan will be considered in a separate agenda item. The Public Hearing and final budget adoption are scheduled for July 6, 2022. (Angeline Woods)
