(2) Discussion/approval/disapproval of clarifying Resolution No. 082620-ED, a Resolution of the Board of Supervisors of Pinal County Approving the Fee Schedule for the Pinal County Elections Department adopted August 27, 2020, to define the terms "$0.10/ballot" under the Election Worker Pay section to mean each card of a ballot that is processed by the Early Board. This action is necessary to avoid confusion when calculating Early Board Election Work pay in situations where a ballot is comprised of multiple cards which will take longer to process and review by the early board worker than a single card ballot. This clarification shall be applicable for the 2022 General Election and subsequent elections, as appropriate or relevant when necessary to ensure accuracy in pay. (Virginia Ross)
(3) Executive Session pursuant to A.R.S. 38-431.03(A)(3) for legal advice regarding the Administrative Review performed by outside counsel of the Pinal County August 2, 2022, Primary Election and the resulting report prepared by Brad Nelson. (Chris Keller/Kent Volkmer)
(4) Discussion/approval/disapproval to waive the attorney-client privilege and release all or part of outside counsel's report from the Administrative Review of the Pinal County August 2, 2022, Primary Election prepared by Brad Nelson and discuss the same. Upon approval within twentyfour (24) hours of adjournment the Clerk of the Board shall attach the Administrative Review to this Agenda Item. (Chris Keller/Kent Volkmer)
(5) Presentation and discussion on Economic Development staff secured the services of Locate in May 2022 to perform a detailed study of the retail market in District 2, which is the County's most densely populated area. This area has a considerable amount of retail leakage which is leaving the region for Maricopa County. Locate has performed research regarding the current retail environment, the demographics of the area, and opportunities to be pursued, including potential retailers and developers to be targeted. (6) Presentation and discussion of a representative of the Canada-Arizona Business Council (CABC) will make a presentation and provide the Board an opportunity to discuss the potential benefits of membership. (James Smith)
(7) Work Session to discuss proposed changes to park rules including rescinding existing West Pinal (Kortsen) Park camping regulations. (Kent Taylor/Himanshu Patel)
(8) Executive Session pursuant to A.R.S. 38-431.03(A)(3) for legal advice concerning proper uses of opioid settlement funds according to the One Arizona Settlement document. (Chris Keller/Kent Volkmer)

(10) Discussion/approval/disapproval of the request to fund one Probation Officer Senior position to serve as the Specialty Court Coordinator, subject to funding availability. The Pinal County Criminal Justice Community has recommitted resources and support to operate three specialty courts (Drug, Mental Health and Veterans). For these courts to be successful, it is necessary that the coordinator position be approved and housed in Adult Probation. Approval of this item also approves a fiscal year 2022 - 2023 budget amendment to transfer reserve appropriation to increase revenues and expenditures. (Kent Volkmer/Rod McKone)
(11) Discussion/approval/disapproval of the project list for the use of American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) for $89,891,338. Pinal County was notified in May 2021 of an allocation of SLFRF. Pinal County reviewed the Final Rule effective April 1, 2022, to ensure program compliance. When determining the use of the funds, Pinal County has taken into consideration the program guidance, allowable activities, and public health and welfare. Pinal County may use the SLFRF in the following categories: public health, negative economic impacts, services to disproportionately impacted communities, and infrastructure primarily water, wastewater, and broadband. Pinal County may also use up to $10,000,000 for government services. Staff seeks Board approval on the project list and authorization of the County Manager to reallocate funds among the listed projects and expenses where necessary, in order to achieve the maximum benefit for the citizens of Pinal County without exceeding the amount received from the federal government for the SLFRF program.
