(23) Work Session: Presentation and discussion only on updates to the 2023 Pinal County Public Works Subdivision and Infrastructure Design Manual. The Pinal County Subdivision and Infrastructure Design Manual is intended to provide guidance and direction to the development community in the preparation of subdivision plats and infrastructure improvement plans. The Manual also provides Pinal County standards and policies for infrastructure design and assists in the preparation of the technical plans and reports for submittal to and approval by Pinal County. (24) Discussion/approval/disapproval of the FY 2023 - 2024 Pinal County Employee Compensation Plan: Across-the-Board Salary Adjustments with Discretionary Market, Performance, and Critical Recruitment and Retention Pay Adjustments. This Plan establishes guidelines for a five (5) percent across-the-board salary adjustment or five (5) percent one time lump sum for all eligible employees. In addition, this Plan provides options for market driven pay grade changes and placement in range adjustments, high performer awards, discretionary salary advancements, and one-time recruitment and retention incentives in order to effectively respond to critical recruitment and retention challenges. These strategies and the flexibility provided through implementation of this Plan will help to acknowledge and retain the County’s valued workforce and help promote a competitive position in today’s challenging labor market.
