Discussion/approval/disapproval of an Amendment No. 2 of Agreement No. 693JJ32040011 of the BUILD grant between the United States Department of Transportation and Pinal County, through the Pinal County Board of Supervisors. Amendment No. 2 will change the Accounting and Appropriate Data on Amendment No. 1. This grant is used by the Public Works Department for the Inland Port of Arizona Improvement Project. (6) AD. Discussion/approval/disapproval of Landlord Waiver and Consent to define the formal arrangement between the Lessee (Marana Aerospace Solutions), the Lessor (Pinal County), and the Collateral Agent (Blue Torch Finance). (6) AH. Discussion/approval/disapproval to establish Ballot Replacement Sites for the November, 2023 Jurisdictional All Mail Election in accordance with A.R.S. 16-558.02. The Ballot Replacement Sites are as follows: Casa Grande Recorder's Office, Florence Recorder's Office, Eloy Elementary School District Office, Oracle School District Office, and Sacaton Elementary School District Office. Discussion/approval/disapproval of a Subrecipient Agreement between A New Leaf and Pinal County, through the Pinal County Board of Supervisors beginning September 1, 2023, ending July 31, 2024, for $60,000. In response to a Letter of Interest, A New Leaf will provide rapid re-housing services which may include rental payments, deposits, and case management services for qualified populations in accordance with the Pinal County Emergency Solutions Grant (ESG) program guidelines. Pinal County will use a portion of their FFY22 ESG funding for this project as approved by the Board of Supervisors in the FFY22 Annual Action Plan. The funding is included in the current budget and was appropriated to this program under the funding agreement approval process. (Heather Patel/Angeline Woods)

Discussion/approval/disapproval of Award Agreement M-23-UC-04-0222 under the HOME Investment Partnerships program between the U.S. Department of Housing and Urban Development and the Office of Budget and Finance, through the Pinal County Board of Supervisors beginning August 8, 2023, ending September 30, 2032, for $629,620. This grant will be used by the Office of Budget and Finance to complete affordable housing projects as approved by the Board of Supervisors in the FY23 Annual Action Plan. Acceptance requires a budget amendment to align the FY 23/24 budget to the award amount. The amendment transfers reserve appropriation from Fund 213 (Grants/Project Contingency) to Fund 233 (Community Development Block Grant) to increase revenue and expenditure appropriations.
