Discussion/approval/disapproval to authorize the County Manager to engage outside conflict counsel to provide advice and legal opinions regarding 1) the County Attorney's ethical obligations to the Board of Supervisors, his scope of representation, and Arizona Bar requirements in light of various activities, statements and actions made by the County Attorney to or about the Pinal County Board of Supervisors collectively or individually, and 2) the extent and limitations of Pinal County Attorney's office Arizona POST certified investigators and law enforcement power, if any, and under what circumstances they may exercise that power, and if such power falls within the statutory powers of the County Attorney's office under A.R.S. 11-532 through 11-536. The determination that conflicts of interest exist so that the County Attorney's office is unable to provide this advice and/or opinion(s) is supported by a legal opinion received from conflict determination counsel, Spencer Fane, dated May 12, 2026.
